Abstract
Research aim to test effect of adopting proactive work behaviors in achieving strategic entrepreneurship. As research was applied in Directorate of Civil Status, Passports and Residence to test research hypotheses through a questionnaire prepared for this purpose. Research sample included (220) respondents intentionally, represented by (directors, heads of departments, directors of divisions, and unit officials in the directorate), research problem was represented in intellectual questions that describe a reality in which (proactive work behaviors and strategic entrepreneurship) are integrated, the most prominent of which was “Does the adoption of proactive work behaviors affect achievement of strategic entrepreneurship”. The research problem was manifested in the poor quality of services provided to members of society and its reliance on the electronic signal to accomplish most of the tasks of providing daily services to individuals or institutions alike. Importance of field research was evident in that it was applied in government security sector, which performs service security activity, which is one of important sectors because of its impact on the security and social aspects of the country. A set of statistical methods were used, the most important of which is the Pearson correlation coefficient by using (SPSS V.23) and structural equation modeling by using (Amos V.20). Research reached a set of conclusions, including presence of awareness among sample members about research variables, and that adoption of proactive work behaviors will achieve strategic entrepreneurship in directorate of research community. Research recommended a number of recommendations, including need to strengthen proactive behaviors to support excellence in providing services to members of Iraqi society and its residents, as an essential feature for sustainability of entrepreneurship of the Directorate, research community strategically.
Abstract
The banking sector is one of the sectors most exposed to risks and the reason is due to the nature of the work of banks that is linked to a group of risks directly. Therefore, it is necessary for the bank to have an efficient and efficient internal control through which it can control the bank’s resources from the risk of waste and loss.
Therefore, the idea of establishing the Basel Committee on Banking Supervision came from the banks’ need to strengthen the internal control and increase its solidity to face risks effectively. The increase and exacerbation of global indebtedness, especially in developing countries, so if the banks are committed to applying the requirements of Basel III, this will help reduce risks and control the available resources and reduce.
As for the research sample, it included three private commercial banks, which are the Iraqi Union Bank, Ashur International Bank and Al-Mansour Investment Bank.
The research reached a set of results, including that the requirements of Basel III came to keep pace with the banks of developed countries, and that it is possible to cover the risks they face from their capital, which in turn represents a challenge for banks of developing countries due to the difficulty of implementing these requirements and that the internal control of banks is in their interest to apply all the requirements Basel III to increase its durability and strength to face the risks it may be exposed to.
The research problem includes the extent to which banks operating in Iraq apply the requirements of Basel III and does the Central Bank of Iraq follow up on the application of these requirements periodically. For banks, the research sample is represented by three private commercial banks: Union Bank of Iraq, Ashur International Bank and Al-Mansour Investment Bank.
The researcher also relied on laws and legislations related to the subject of research, doctoral dissertations and relevant master’s theses, in addition to relevant Arab and foreign books and periodicals. Relationship to the subject matter.
Abstract
The research aims to test the financial equilibrium in the Iraqi commercial banks, by utilizing a sample of (9) commercial banks listed in the Iraqi Stock Exchange, for the period (2004-2019). Four financial indicators have been chosen, to measure the financial equilibrium are (liquidity index, profitability index, index financial flexibility, solvency index), and the descriptive and analytical approach was used for the data and information contained in the reports and statements of the research sample banks. Moreover, (Excel-2010) and (SPSS.V.22), to test the hypothesis and answer the question related to the problem of the study and reaching the goals, and as the research reached a set of results. the main finding of this study do not suffer from a financial imbalance resulting from weakness in its four dimensions. Furthermore, this research recommend that, the banks should evaluates its financial performance on an ongoing basis, using indicators of financial equilibrium for its importance in the strength of The financial position of any company with financial activity.
Abstract
The increase in the number of people infected with the virus around the world and the human and material losses caused by this phenomenon and the social and psychological effects it generates include all categories of society. The main purpose of studying this virus is to know ways to reduce losses and make future predictions about it.
In this research, time series (general trend equations) were used in the theoretical side and monthly data analysis on the virus (covid 19) and for the time period (2019-2020) because of the high accuracy and flexibility of these equations in analyzing the time series.
The results showed that the appropriate and efficient model is the quadratic model to represent the time series according to the comparison with other models.
Abstract
Information from financial reports is the basis upon which users of financial information make various decisions accounting measurement based on historical cost is objective and reliable but not appropriate, as it reflects past events and does not provide future information, hence the global trend of replacing historical cost with fair value, since the information generated is relevant and reflects the unit's true financial position. The research therefore sought to illustrate the impact of fair value adoption on the quality of financial reporting. The importance of research stems from the importance of quality financial reporting because of its significant influence on decision makers.Given the international trend to replace the historical cost basis with fair value accounting measurement, it was important to examine the ability of fair value financial reporting to provide users of financial reporting with financial information and indicators that are appropriate and useful for good economic decision-making and also to identify underlying causes Behind the trend of preparers of International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS) to use fair value in accounting measurement. To test the validity of the research hypothesis, the impact of using fair value on the quality of financial reporting was measured by measuring the adequacy of financial reporting at Baghdad commercial bank . The researchers came to several conclusions, the main one being that there is an impact of using fair value on bank activities after its application. They recommended that efforts be made to apply fair value across a wider range of financial assets to include all their assets and liabilities properly according to the International Financial Reporting Standards (IFRS), as the impact may become clearer.
Abstract
This study examines the sales tax audit mechanism and its impact on financial sustainability in Iraq (the case of telecommunications companies) and investigates the main problems in the tax audit process with regard to the appropriateness of the type of audit used, the appropriateness of methods for selecting the audit case, and audit examination techniques used. Mixed in order to achieve research objectives and answer research questions. Specifically, the methods used in the study include submitting questions to auditors and tax investigators, and documentary and literary analysis. Using these research methods, the results of the study reveal that the sales tax audit mechanism is still undeveloped and uses a minimal set of tax audit activities that are conducted in order to address specific risks, in contrast to the concept of the sales tax audit mechanism which is a tool that improves voluntary compliance and increases performance future revenue and thus achieving financial sustainability by educating and helping taxpayers understand their tax obligations. Good interaction between tax auditors and taxpayers, in the end, the study presents the measures that can be taken by the public tax authority to alleviate the problems in the tax audit process.

Abstract
The aim of the research is to know the impact of the process of selecting human resources on the organizational culture in the Iraqi Ministry of Health. The descriptive statistical analytical method was used on the sample members from the health sector, which numbered 229 from the staff working in the ministry. The research found a direct impact on the selection of human resources in The Ministry of Health focuses on organizational culture, and the research recommended the need to work on developing good programs and standards for the process of attracting, selecting and appointing human resources to work in order to be in line with the organizational culture in the health institution.
Abstract
The research aims to identify the scientific and practical requirements that contribute to the success of the faculty members' tasks in the use of electronic accounting. To reach the objectives of the research, 47 questionnaires were distributed to accounting professors in Iraqi universities electronically to measure the extent of their use of electronic accounting in teaching the various accounting subjects and their compatibility with the quality standards of education, and distributed 157 questionnaires to the graduates of accounting departments in Iraqi universities electronically to measure their use of information technology And the extent to which they received electronic accounting education during their studies. The two researchers recommended the need to develop e-learning skills for teachers to achieve the quality of accounting education and give great attention to the subject of electronic accounting and inclusion in the courses of different stages by the accounting departments in Iraqi universities because of their effective role in the development of skills graduates and qualify them correctly in the labor market.
Abstract
The research aims to identify the role of the information management environment in enhancing the knowledge management strategy. The research relied on the descriptive and analytical approach to complete the requirements of his philosophy, and the General Directorate of Education of Kirkuk was chosen as a community to implement the research through the individuals working in it. The research sample consisted of (40) respondents and the questionnaire was used as a A main tool for data collection, the analysis of these data was conducted using the (SPSS-V24) program, and the research reached a set of conclusions, the most important of which (there is a correlation and impact relationship for the information management environment and the knowledge management strategy at the micro and macro levels), and based on the conclusions reached, a presentation was made A set of proposals, the most important of which is (the need for the research sample organization to seek to employ information technology as a tool for managing the relationships between its units and managing the relationships between the organization itself and the relevant external parties).

The research aimed to identify the level of influence of work stress on the job dropout of human resources, In the General Company for Foodstuff Trade, one of the formations of the Ministry of Trade in Baghdad - Iraq, The descriptive-analytical method was used to complete the stages of scientific research. The researcher also used the questionnaire as a tool to measure the level of influence between the research variables. Where (65) questionnaires were distributed to the research sample, Sixty-three (63) questionnaires were subjected to statistical analysis. The researcher used and applied (SPSS:V-24) and (Excel:V-2013) and some scientific statistical methods. approved in the analysis and interpretation of the answers of the target sample, The research came to a number of conclusions, The most important of them was that the company’s employees suffer from job stress as follows: Role ambiguity, working conditions, role conflict, workload, In addition to the existence of a statistically significant effect of work pressures on the job dropout of human resources in the company under study, The researcher also recommended the necessity of seeking the advice of experts, specialists and professors of Iraqi universities. In the field of human resource management and organizational behavior, In order to develop strategic plans that reduce the severity of the work pressures that may occur in the future for the company’s employees and alleviate their suffering, and thus reduce their job dropout rate. In addition to adopting the conclusions and recommendations of the research, in order to address the work pressures of all kinds and sources, to reduce the rate of job dropout among the human resources working in the company above.
Abstract
The research aims to clarify the role of strategic planning in training and developing human resources and its effective role on the organization in question. Of importance and specificity, as this sector is affected by a set of political, economic and geographic factors that play an important role in shaping the vision, mission and goals of this organization. Therefore, this research started from a problem expressed with an intellectual and applied question, and then diagnosed the level of its importance, impact, and the possibility of its application in organizations, and then applying this study. The study used a set of statistical analyzes and tests using statistical programs, where the sample consisted of (120) employees at different administrative levels who were randomly selected from various departments (Ministry of Foreign Affairs) who are related to the training and development process. The study reached a set of conclusions, the most important of which is that most training programs are short-term, and this type may not benefit the trainee in all cases, as the training needs must be determined and then allocate the necessary and sufficient time for training
Abstract
The aim of this scientific research is to determine the relationship within the organizational justice variable and its impact on the performance of the workforce in organizations. In particular knowing how this research came to studying each dimension of justice and its impact on each other on the one hand, and on the other hand the role of dimensions. Organizational justice in increasing the degree of employee performance and gaining a competitive advantage in the labor market.
The research sample was based on descriptive and explanatory statistics, where the researcher relied on collecting and statistic information and data from the research sample. Then, the research sample was handed over from all employees, a research questionnaire previously planned for this purpose. Where the data was analyzed and the results were known through the statistical programs for that.
The research sample reached (195) from various workforces in the College of Law / University of Babylon, and data and responses were collected based on the random distilled sample method, and the size of the research sample was (57) employees working in the college.
After reaching the results of the research sample, the results were discussed by presenting them to previous research on the same topic. Where the results of the targets were determined on the independent variable and its direct impact on the dependent variable in the research. Where the researcher conducted all the statistical methods, tests, correlation and regression coefficients, measures of central tendency. Finally, confirmatory factor analysis was performed for all variables and hypotheses.
Where it was found through statistical methods and tests that there is a strong relationship with a high degree between each of the independent variables of the study sample with the dependent variable and the degree of influence of each of them on the research sample. Also, the role of organizational justice and its impact on increasing the degree of job satisfaction in the work environment was determined.

Marketing performance is critical in measuring the efficiency of the organization and its ability to achieve its goals of profits, market share and many other goals. Promotional methods are used in an integrated manner to achieve the maximum impact on the customer, and the research problem was represented by the weak use of marketing communications with which to achieve the market share that corresponds to the quality and efficiency it offers in production. Research with a first main hypothesis, from which four sub-hypotheses were branched, and a second main hypothesis from which four sub-hypotheses were branched. The sample of the research was (50) individuals from the directors of departments, divisions, marketing units and marketing workers, and a set of statistical methods used in scientific research were used (arithmetic mean, standard deviation, coefficient of variation, and Spearman correlation coefficient). Abstract
The quality of earnings is one of the most controversial topics of financial management because of its modernity, and it represents one of the research breakthroughs in the field of financial sciences, because it led him to shift from the aspect of quantitative financial analysis to qualitative financial analysis, and that his study alongside investment efficiency added another dimension to the presentation of theories, logical relationships and research opinions. In line with the edges of financial knowledge, it formed a philosophical title that measured and analyzed the relationship between the quality of earnings and the efficiency of investment in companies. The quality of returns on investment efficiency through under- and over-investment, the quality of earnings was evaluated using the receivables quality model, and the rest of that model was relied upon, after which the parameter that expresses the quality of earnings, and the efficiency of investment in companies was evaluated using the multiple regression model that takes the size of the investment as A dependent variable, and the determinants of that efficiency are then independent variables, and the rest of that model was relied upon, after which the parameter T expresses the efficiency of investment, the negative residuals express a lack of investment, while the positive residuals express excessive investment. To other companies, as well as an indication of the impact of the quality of earnings on the efficiency of the study, and the results of the study showed that the quality of earnings has an impact on the efficiency of investment in the study sample companies.
Abstract
This paper examined the channels by which the effect of monetary policy is transmitted to macroeconomics in Iraq using one of the dynamic random general equilibrium models (DSGE, smets and wouters 2007). The study shows a general equilibrium model and analyzes precisely the channels of impact transmission and their effects, via a range of instruments used by the monetary authority through the mechanism of transmission of the effect of Iraqi monetary policy to some macroeconomic variables. This is illustrated by inflation targeting through the nominal fixed (exchange rate) through the foreign currency sale window , and the reason for using the exchange rate as a nominal constant is due to the financial shallowness suffered by the Iraqi economy and the separation of monetary behavior from the real behavior in the economy, as well as the absence of focus on a direction to the potential output (the level of natural unemployment rate), which led to the weakness of the impact of the Iraqi central tools in macroeconomic variables without monetary variables, and the research reached the effectiveness of the exchange rate channel without other channels to transmit the impact of monetary policy to the macroeconomic variables in Iraq, and this is what made the monetary authority stick to a policy The window of selling foreign currency for its ability to control liquidity levels and sterilize the economy from the undisciplined economic policies of the macroeconomic management partners in Iraq.
Abstract
Homes bias stock is considered a confusing phenomenon in the financial literature, due to its increase over time, as well as the absence of any justification for this increase. This study aims to analyze the determinants of local bias, especially during the study period, which went through many economic, financial and health crises. The intellectual argument from the study lies in the basic question whether the country's bias towards stocks is affected during the Karuna pandemic, as well as an attempt to know the determinants that affect the country's bias during the study period. A portfolio analysis of economies was conducted for the period (2005 to 2020).
In light of the data obtained for the study sample, represented by portfolios of foreign and local stocks and the market values of those portfolios, as well as several other determinants. The study sample consisted of (64) foreign portfolios. The duration of the study included (16) years for the sample studied as a whole, and it started in the year (2005) until the year (2020). Using many financial and statistical methods, the study reached many conclusions and recommendations, the most important of which are: According to the theory of portfolio selection and the country’s bias in light of uncertainty corona pandemic, In addition, the study proved that there are several factors, not a single factor, to explain the determinants of the country’s bias, among which are institutional and economic factors that bear the responsibility of reducing foreign investment returns, which are led by the cost-benefit input such as reserves, trade flows, gross domestic product, the number of listed companies and market capitalization. The other explanation is related to behavioral factors that focus on investor behavior, such as familiarity, conservatism, and overconfidence. This proof confirms the acceptance of the main hypothesis. The study concluded in the most important recommendation: the need for investors to be interested in diversifying their investments in order to reduce the country's bias towards local stocks. And to take advantage of external opportunities to achieve the best exchange between efficient returns and risks.
Abstract
The research intends to show the internal determinants and to evaluate and measure their impact on commercial bank profitability, as internal determinants are key and influential indicators on Joint Stock companies performance that are within their control and management. The bank's size) as internal factors have become a concern for them in view of the quick changes and advances in the banking world and its technologies.
As a result, for the period 2015-2020, this research was applied to a sample of Joint Stock companies listed in the Iraqi market for securities, represented by the selection of (13) banks, namely Ashur, Baghdad, Iraqi commercial, investment, Iraqi Gulf, international development, Sumer, Mosul, Mansour, Al-Ahly of Iraq, Al-Mutated, Middle East, and used the descriptive analytical approach of the research variables available in the research sample banks in order to Return on deposits, rate of return on available money (as calculated by the statistical tool EViews V9), and use of panel data analysis according to the three models (accumulation regression model, fixed-effects model, random-effects model) according to this analysis, which will cover the research period (2015-2020). With the research sample represented by (13) banks. Through the application of tablet data, it was discovered that the internal determinants do not significantly affect the profitability ratios or the dependent variable at a significant level of 5 and 10%/4, respectively, whereas the aggregate model was significant and more appropriate according to the restricted f test, i.e. accepting the fifth hypothesis and vice versa if it was rejected. The constant is preferable, but if the Hausman test discovered a Chi-sq value less than the tabular at the 5% level, then this model is preferable to the constant, i.e. the rejection of the sixth hypothesis, and if the coefficient of determination was stronger and significant in the fixed model. than the random model It is more likely and appropriate according to these results.
