Abstract

The economic misery index is one of the indicators that are used to determine the extent of the bad or quality of the overall economic performance and the extent of the economic well-being of the citizens of the country. Iraq due to the economic conditions that the country is exposed to, which was reflected in the time periods included in the study of the misery index in the Iraqi economy. One of the most important findings of the research is that the Iraqi economy went through two important stages during the study period extending from 1990 to 2018 in measuring the economic misery index, as it witnessed fluctuation in these stages between rise and fall due to the economic conditions that the Iraqi economy went through from siege and war. And the state is able to reduce the causes of this problem by working to reduce the rates of economic misery by creating a clear economic vision for the advancement of the Iraqi economy to achieve the well-being of all members of Iraqi society and improve their quality of life.

Abstract

The Iraqi economy has known the phenomenon of foreign currency substitution since the eighties, with the increasing deterioration of the value of the Iraqi dinar and the appearance of signs of rapid inflation. Its actual expansion began with the phase of imposing the economic blockade in the nineties. Despite the decline in inflation rates following the phase of the economic blockade, the political, economic, and security turmoil After 2004, it was negatively affected by high inflation rates, especially during the period (2004-2007), which was reflected in the use of the US dollar as a tool to measure future payments, then a store of value, and then a medium of exchange in transactions that take place locally. Our study attempts to identify the phenomenon of foreign currency substitution in all its meanings and its relationship to inflation. Verifying the phenomenon of foreign currency substitution and determining its reality in the Iraqi economy during the period (2004-2022) In order to achieve the goal, the study adopted the inductive approach in analyzing the phenomenon under study, used the descriptive analysis method, and chose the correlation model to analyze the data and reach the results. After following the International Monetary Fund index in measuring foreign currency substitution represented by dividing deposits in foreign currency by the broad money supply, the study concluded There is a direct relationship between the inflation rate and the rate of foreign currency replacement in the Iraqi economy, with a strong direct correlation rate of (0.70) Therefore, the phenomenon of foreign currency substitution must be taken into consideration and the necessary measures taken to reduce it, especially through policies to stabilize inflation rates at low levels and search for another way to price crude oil instead of the US dollar, and let it be a basket of foreign currencies in order to reduce the linkage of the Iraqi economy to the dollar

Abstract

Abstract

The study aimed to analyze indicators of financial discipline and measure the effects of those indicators on monetary stability in the Iraqi economy, based on quarterly data for a time series for the period (2004-2020), through the use of cointegration methodology and the Autoregressive Distributed Lag (ARDL) after Performing a time series quiescence test (KPSS). A long and positive relationship between indicators of financial discipline (debt ratio to GDP, foreign reserves and money supply to GDP) and monetary stability. The lazy bank hypothesis is one of the explanations for banking behavior, it believe a continuous increase in government borrowing from commercial banks can create a risk that leads banks to reduce their lending to the risky private sector compared to granting loans to the public (government) sector and thus eliminates their incentives to search for new profitable opportunities To invest in the private sector.
The effect of crowding out means that the rise in government sector spending leads to a decrease in private spending or sometimes even cancellation. The main reason for crowding out is to reduce the government deficit if the government borrows from the market to fill this deficit so the demand for investment in the market increases and the value of money in the market increases automatically And the interest rate increases. Abstract

The study targeted a critical issue in the Iraqi economy, represented by the challenges facing political and economic decision-makers in supporting the Iraqi industry. The study analyzed the government logistical support for entrepreneurs and the mechanisms for incubating their small entrepreneurial projects in light of the current challenges (environmental, economic) that prevent the effectiveness of these projects in supporting the national economy.
A questionnaire was designed to the five-point Likert scale and covered four areas (legislation, the economic policies, the financial support, and the advisory services). The questionnaire included twenty questions that reflect the challenges facing the entrepreneurship and the entrepreneurs of small entrepreneurship.
A simple random sample was drawn based on the rule of (100) observations from the community of entrepreneurs whose entrepreneurial projects fall under the Industrial Development Directorate at the Ministry of Industry and the Central Bank of Iraq. The survey results indicated the small entrepreneurial projects effectively supporting the national industry could achieve by integrating the incubate mechanisms of these projects with government logistical support to sustain their growth and effectiveness in the Iraqi economy.

Abstract

The research evaluated the performance of the Iraqi economy for the period 1991-2021, and the extent of the success of the fiscal and monetary policies in achieving the desired goals, by analyzing the developments that occurred in the main macroeconomic variables included in the Kaldor square (economic growth rate, foreign trade balance, inflation rate, Unemployment rate), and an attempt to determine the causes of these developments and the circumstances surrounding them, and then compare them with the optimal goals specified in the Kaldor square to show the extent to which they have been achieved. The research was based on the hypothesis that the macroeconomic performance in Iraq during the aforementioned period is far from the possibility of achieving the combined goals of the Kaldor square, and even if they were partially achieved, they would not be economically meaningful. To complete the research steps, the descriptive analytical method was adopted to study and analyze the developments that occurred in the variables under study. Among the challenges that the researcher faced during the study was the scarcity or inaccuracy of data related to the case study. The researcher reached a number of conclusions, the most prominent of which was proving the validity of the research hypothesis. The most prominent recommendations were the necessity of diversifying the economy and reducing dependence on oil, as well as reconsidering the central bank’s policy to achieve price stability by taking the competitiveness of local products into account.

Abstract

The study aims to shed light on the spread of the phenomenon of drug use and trafficking in Iraqi society in the recent period, and its impact on the Iraqi economy in general and on achieving the goals of sustainable development in Iraqi society. One of the most important effects of drug use and trafficking is the economic effects.

A questionnaire was used on a random sample of young people in Babylon Governorate, and 300 questionnaire lists were distributed. The study concluded that the phenomenon of drug use and trafficking is a widespread phenomenon, and is a problem that threatens Iraqi society, especially the youth category, and there is a steady increase in the percentage of drug users and dealers.

Drug use and trafficking greatly affects the achievement of economic development goals, which leads to an increase in the rate of poverty and unemployment in society.

The study recommends working to impose strict control over drug smuggling and trafficking in local markets, and monitoring cafes, squares, and markets that constitute a center for drug use and trafficking.

Abstract

This paper examined the channels by which the effect of monetary policy is transmitted to macroeconomics in Iraq using one of the dynamic random general equilibrium models (DSGE, smets and wouters 2007). The study shows a general equilibrium model and analyzes precisely the channels of impact transmission and their effects, via a range of instruments used by the monetary authority through the mechanism of transmission of the effect of Iraqi monetary policy to some macroeconomic variables. This is illustrated by inflation targeting through the nominal fixed (exchange rate) through the foreign currency sale window , and the reason for using the exchange rate as a nominal constant is due to the financial shallowness suffered by the Iraqi economy and the separation of monetary behavior from the real behavior in the economy, as well as the absence of focus on a direction to the potential output (the level of natural unemployment rate), which led to the weakness of the impact of the Iraqi central tools in macroeconomic variables without monetary variables, and the research reached the effectiveness of the exchange rate channel without other channels to transmit the impact of monetary policy to the macroeconomic variables in Iraq, and this is what made the monetary authority stick to a policy The window of selling foreign currency for its ability to control liquidity levels and sterilize the economy from the undisciplined economic policies of the macroeconomic management partners in Iraq.

Abstract

The purpose of this research is to study the impact of the presence of ISIS in Iraq on the reputation of joint-stock companies in this country. For this purpose, the accepted reputation of companies in the Iraqi Stock Exchange was measured through a regression model and using the hypothetical variable regarding the presence of ISIS in Iraq, the topic was investigated.

The method of conducting this research is descriptive-correlational, and the selected sample includes 35 companies that were listed on the Iraqi stock market during the years 2013 to 2018. The research hypotheses were tested using a multiple logistic regression model based on panel data.

   The results of this research indicate that there is a significant relationship between the presence of ISIS in Iraq and the reputation of companies accepted on the stock exchange of this country, which means that the reputation of companies on the Iraqi stock exchange decreased with the presence of ISIS in Iraq.

Abstract

The research aims to demonstrate the role of sustainable budget requirements in improving the Iraqi financial situation through the use of a set of requirements to be relied upon when preparing the budget, and to achieve the objectives of the research, a study was conducted of the indicators of the Iraqi economy for the years (2004-2021). A set of conclusions and recommendations were reached, the most prominent of which is that Iraq relies heavily on non-renewable financial resources, and this exposes its economy more to financial crises as a result of fluctuating prices of non-renewable resources. Accordingly, it is necessary to find renewable financial resources that can be relied upon in the event of a recession occurring for non-renewable resources. As a large proportion of Iraq's resources go to pay off debts because of its heavy dependence on these resources, the prices of which fluctuate from one period to another, as happened in the years (2008, 2016, 2020). Therefore, attention must be paid to the requirements of the sustainable budget because of their significant role in reviving the Iraqi financial situation. Abstract

Private investment is the cornerstone of building the economies of developed and developing countries by supporting productive activities and increasing economic growth and development. This research aims to identify the positive impact of the private sector on improving the Iraqi economy and increasing the gross domestic product (GDP), which is reflected in reduced unemployment and poverty, especially during years of financial and economic crises. Despite the problems facing the private sector and its low investment, it remains the primary driver of economic growth. Given the importance of the topic, the research aims to identify the impact of private investment on economic growth in Iraq for the period (2004-2022) using advanced standard methods and approaches, including unit root tests, cointegration, the error correction model (ECM), and the immediate response function. The study found a relationship between private investment and economic growth in the short term, and an inverse relationship in the long term.

Abstract

Public spending is one of the most important tools used by governments to achieve their economic and social goals, studying the relationship between public spending and inflation in Iraq is one of the important and vital topics, especially in light of the challenges facing the Iraqi economy such as oil price fluctuations and thus fluctuations in financial revenues, and the correct public spending management through which inflation rates can be monitored and controlled.

The research aimed to measure and analyze the impact of public spending on inflation in Iraq through the use of modern standard methods where the threshold model was used (Threshold Regression), as the research found that there are four thresholds during the research period, in the first threshold the relationship was positive between public spending and the inflation rate when the inflation rate is less than (3.699%), and that the increase in public spending by one unit It will lead to an increase in the inflation rate by (0.040%) before reaching this threshold, but in the value of the second threshold of inflation and after exceeding the rate of (3.699%), it is less than (4.399%) and that increasing  public spending by one unit will also lead to an increase in the inflation rate by (0.216%) before reaching this threshold, while the third threshold for the inflation rate after exceeding the rate of (4.399%), which is less than (6.399%) and that Increasing public spending by one unit will lead to an increase in the inflation rate by (40.26%) before reaching this threshold, while the fourth and last threshold for an inflation rate is greater than or equal to (6.399%), and that increasing public spending by one unit will lead to an increase in the inflation rate by (0.419%) before reaching this threshold. The research concluded with a number of proposals, the most prominent of which is the need for decision-makers to follow up the levels of public spending carefully at low spending levels. There may not be a significant impact on inflation in the future, and monitoring spending at high levels, there may be a significant impact that requires arbitrary policies to prevent hyperinflation.

Abstract

The role of small and medium enterprises is essential in economic and social development and is the focus of attention of governments and international organizations, most notably the United Nations Industrial Development Organization. Their importance increases in developing countries because they represent the only realistic prospects for economic development and an effective tool for addressing the problem of unemployment and poverty there. The research aims to clarify the concept of small and medium enterprises and their role in achieving comprehensive economic and social development in Iraq in the current and future stages. The descriptive and deductive approaches were followed, in an attempt to link small and medium enterprises and sustainable development in the Iraqi economy in this research. Small and medium enterprises face a number of obstacles that limit their contribution and effectiveness in sustainable development in Iraq, then explaining the most important details in order to develop appropriate solutions for them. In this research, we will focus on several concepts for small and medium enterprises and shed light on the most important conclusions, including that the private sector of small and medium enterprises is in dire and necessary need of government support to be able to advance and develop. In conclusion, a number of recommendations were presented for the development of small and medium enterprises, and we hope that they will be of assistance in the research topic, including the urgent need for the Iraqi government to play an important role in creating supportive regulatory frameworks through collective funds and other mechanisms, establishing microfinance units in the Ministry of Trade and the Central Bank of Iraq to provide the necessary consultations for the work of small projects.

يهدف البحث الى معرفة اثر تقلبات اسعار النفط العالمية على الاقتصاد العراقي اذ ان الاقتصاد العراقي اقتصاد ريعي يعتمد بشكل اساسي على النفط وهو اقتصاد احادي الجانب ونتيجة للظروف الاقتصادية والسياسية التي مر بها الواقع الاقتصادي العراقي فانه يعاني من ضعف في بناه التحتية واختلال في هياكله ويعاني من مشاكل عديدة مثل الكساد والتضخم وغيرها من المشاكل التي تؤثر على تطوره وازدهاره، وتعد عوائد النفط المصدر الرئيسي ان لم يكن المصدر الوحيد لتمويل برامج التنمية والانفاق الاستثماري الحكومي مما جعله عرضة للصدمات الخارجية الناتجة عن تقلبات اسعار النفط على المستوى العالمي وان لتطورات اسعار النفط انعكاسات واضحة على الايرادات النفطية فارتفاع اسعار النفط يؤدي الى ارتفاع التدفقات النقدية والذي ينعكس في زيادة مقدرة السلطات المالية على التوسع في الانفاق، ويتضح لنا ان اقتصاد العراقي تأثر ولا زال يتأثر بشكل كبير بالظروف السياسية التي مرت به بل اصبح بكل متغيراته تابع لها وأن لتذبذب وتقلبات اسعار النفط العالمية الاثر الكبير على الاقتصاد العراقي وذلك نتيجة لعدم الاستقرار السياسي والاقتصادي والامني للبلد وتقليص دور القطاعات الاقتصادية الاخرى مثل الزراعة والصناعة والتجارة وان لارتفاع اسعار النفط انعكاسا ايجابيا على اوضاع الموازنة العامة وعلى الاقتصاد العراقي، ويشكل النفط عصب الحياة للاقتصاد العراقي والمصدر الاساسي لتوليد الدخل القومي وتمويل عمليات الاستيراد وبالتالي فان لتقلبات اسعار النفط العالمية الاثر الكبير على الاقتصاد العراقي.

Abstract

This research deals with the complex relationship between fiscal policy tools and exchange rate policy in Iraq. Where the exchange rate is one of the important economic indicators that reflect the state of economic stability of the state, and is greatly affected by changes in fiscal policy, especially in light of excessive dependence on oil revenues and fluctuations in global prices, hence the problem of the study stems from the challenges faced by the Iraqi economy due to its great dependence on oil revenues, which leads to fluctuations in the exchange rate The study seeks to answer how different fiscal policy tools affect exchange rate policy. The study found that public revenues, which rely heavily on oil, play a crucial role in stabilizing the exchange rate. Public spending, whether current or investment, also affects the value of the local currency, as the rise in current spending can lead to inflationary pressures, which increases exchange rate fluctuations, and the impact of both the public budget and public debt on exchange rate policy, as it appears that the fiscal deficit and high public debt can lead to Pressure on the local currency. The study emphasizes the importance of economic diversification and increasing non-oil revenues to ensure the stability of the exchange rate.

Abstract

The industrial policy in Iraq after 2003 contributed to the decline in the sustainability component of economic growth And the lack of economic growth in Iraq to the element of sustainability after 2003, as a result of the continued dependence on crude oil, and the decline in the relative importance of the manufacturing sector in the economic structure, and the trends of economic policies and industrial policy contributed to the exacerbation of this result. The strategies and directions that were put forward after 2003 are based on betting on the private sector and market mechanisms to advance this sector in return for excluding the state and limiting its activity to a purely regulatory framework through the adoption of a horizontal industrial policy. This paper calls for the adoption of a rational, realistic approach to address the problems of the industrial sector, based on combining the role of the market and the role of industrial policy. Market mechanisms alone cannot achieve production efficiency and social justice in light of problems and imbalances, and the presence of high unemployment, as well as the deterioration of the business environment and the weakness of the side. Security and its well-known complexities. The desired reform in which the state should play a balanced and integrated role with the market, especially that the local private sector in Iraq, due to its well-known conditions, needs for a long time the state and its support.

Abstract

China has realized the great importance and the great role of innovation in achieving distinguished industrial performance, so it began to support and encourage it in order to achieve this, and this is what this research tries to measure and prove through a standard study based on annual data for the period (1985-2020), and depending on the statistical program (Eviews 10).
The research recommended some proposals, the most important of which are: China advancing the most important indicators of innovation by increasing spending on research and development and achieving the quality of domestic education for China and not on education abroad. Conformity and integration must be achieved between the most important indicators of innovation, especially with regard to human development (quality education) and patents.
The model variables were (industrial performance log y) is the dependent variable. And (log x1 patents), (log x2 research and development spending), (log x3 education quality) and (log x4 technology progress), are the independent variables.
The results indicated that the complete logarithmic model is the best among other models, and to achieve this goal the research relied on the assumption that innovation achieves distinguished industrial performance in both industrialized and emerging countries, including China. The support and encouragement of innovation indicators had a moral effect in achieving industrial performance in China and achieving economic and social well-being, but this depends on the country's economic situation, strategies and laws adopted and the amount of gross domestic product allocated to support those indicators.
Through the results of joint integration, the research concluded that there is a long-term equilibrium relationship and a short-term response between the research variables, and that there is a significant effect of some indicators and an insignificant effect of other indicators, in addition to the absence of the problem of self-correlation and the problem of heterogeneity of disparity.
The research recommended some proposals, the most important of which is the need for China to raise the most important indicators of innovation by increasing spending on research and development and achieving the quality of local education for China rather than relying on education abroad. It is imperative to achieve harmony and integration between the most important indicators of innovation, especially with regard to human development (quality Education and patents) and among technological advances
The research also recommended that Iraq should study this pioneering experience and make use of it as much as possible for the purpose of modernizing the Iraqi economy,
The research also recommended conducting a future study of the industrialization experience in South Korea because it is a pioneering experiment that deserves to be studied and that it moved South Korea from a developing country to an advanced industrial country that competes with the advanced industrial countries.
