Abstract
Public-private partnerships (PPPs) have emerged as a critical mechanism for promoting sustainable development, particularly in the context of higher education institutions. This field study explores the role and impact of PPPs at Future University, focusing on how PPPs contribute to achieving the university's sustainable development goals. The study uses a descriptive approach by distributing (80) questionnaires to Future University staff, which were analyzed using SmartPLS V.4. The results reveal that PPPs at Future University facilitated infrastructure development, enhanced academic programs, and promoted research initiatives aligned with sustainability goals. However, challenges such as aligning stakeholder interests, ensuring long-term commitment, and maintaining transparency were identified as barriers to maximizing the potential of these partnerships. The study concludes that while PPPs offer significant opportunities to promote sustainable development in higher education, their success depends on strong governance frameworks, clear communication, and shared value creation among all stakeholders. The study provides recommendations to strengthen existing partnerships and guide future collaborations at Future University and similar institutions.
Abstract
Debt structure is a crucial focal point in banking sector performance, as the distribution of debt between short-term and long-term affects financial risks and the market value of banks. Within the Iraqi economic environment undergoing structural transformations, analysing this impact emerges as a strategic tool to enhance banking stability and attract investments. This study provides an in-depth analytical perspective on the impact of debt structure dimensions (short-term, long-term, and total) on the performance of Iraqi commercial banks, based on comprehensive field data and advanced statistical models, to offer actionable recommendations. This study aimed to analyse the impact of debt structure dimensions (short-term debt, long-term debt, and total debt) on the market value of Iraqi commercial banks. The study adopted the descriptive-analytical approach. The study population comprised (366) individuals from top, middle, and executive management levels, utilizing a comprehensive survey method. A set of statistical tools was employed, including (percentages, frequencies, arithmetic means, standard deviations, factor loadings, and impact analysis), relying on the (SmartPLS.4) program for structural equation modelling. The results revealed a high level of the overall performance indicator for both debt structure and market value. Furthermore, they demonstrated a statistically significant impact of all debt structure dimensions on the market value of the banking sector under study. In light of the findings, the study recommended developing programs to issue medium/long-term bonds in partnership with the Central Bank of Iraq (CBI), allocating at least 20% of the credit portfolio to this type of financing to support infrastructure projects with stable returns.
Abstract
The current research tries to test the nature of the relationship between experiential marketing in enhancing customer confidence and providing a model that can be applied in the Iraqi environment on a large scale. Formulating the research problem, expressed in the following question: Is there a relationship between experimental marketing and its dimensions in enhancing customer confidence? Therefore, the research seeks to study the sub-variables of experimental marketing and to show the extent of their contribution to gaining the customer's trust and to determine the type and nature of the relationship between experimental marketing and customer confidence. The researchers relied on the field study method and the descriptive analytical approach in completing the study and achieving its objectives. The researchers randomly sampled mall customers to conduct a survey of opinions using the questionnaire form, and the number of respondents reached (181) individuals. The data was analyzed using the spss v.26 statistical analysis program, and the structural equation was built by AMOS V.22. Appropriate statistical measures were used to test hypotheses. Abstract
The main objective of this research is to study the effect of applying the joint audit method in external audit offices by auditors in contributing to reducing and narrowing the emergence of the expectations gap in the performance of auditors. Because of its impact in reducing the expectations gap in auditing, the results of the field study indicated that there is a complete conviction on the part of the external audit offices of the importance of joint auditing. The results of the study were drawn from the field study with the hypothesis of the theoretical study, which indicated that there is an effect of joint auditing towards limiting the emergence of an expectations gap from the auditors' point of view. The local environment, which is no onger commensurate with the nature of some economic projects.
Abstract
The research aims to study the correlation and influence of the independent variable organizational Dehumanization in generating the dependent variable cynicism in the workplace This is to reduce cynicism in the workplace, as it is one of the negative phenomena spread in society in general and in the Ministry of Labor and Social Affairs in particular. The research also aims to shed light on one of the modern vocabulary that is dealt with extensively by management writers, which is organizational Dehumanization, and what are the consequences and negative effects that it can have in the Ministry of Labor and Social Affairs. From here, the main problem of the research was identified, which is (What are the reasons that lead to the appearance of cynicism in the Ministry of Labor and Social Affairs? Does the Ministry of Labor and Social Affairs suffer from organizational Dehumanization?). The questionnaire was the main tool for collecting data and information. The research was conducted at the center of the Iraqi Ministry of Labor and Social Affairs, and the research community was represented by all employees at various administrative levels, by choosing a random sample, as (123) questionnaires were distributed, and (104) audited and measurable questionnaires were received. Which represents (85%) of the total distributed questionnaires. In order to process the data, many statistical methods were used, most notably the arithmetic mean, standard deviation, Pearson correlation coefficient, and structural equations model. The most important findings of the research is that there is a significant impact of organizational humanity in generating cynicism in the workplace in the Ministry of Labor and Social Affairs.
Abstract
This study aimed to examine the impact of applying the Blue Ocean Strategy on enhancing the competitive advantage of Abu Shamala and Abu Dan General Contracting Company in the Gaza Strip. The independent variable was the Blue Ocean Strategy with its four dimensions (elimination, reduction, raise, and creation), while the dependent variable was the enhancement of competitive advantage. The research addressed the extent to which the strategy contributes to strengthening the company’s competitiveness amid the challenges facing the local construction sector. The entire company staff (30 employees) participated in the study through a comprehensive survey, achieving a 100% response rate. Using a descriptive analytical approach and SPSS statistical tools—including means, standard deviations, T-test, one-way ANOVA, and multiple regression analysis—the results indicated a very high application level of the Blue Ocean Strategy (84.8%) and a similarly high level of competitive advantage (84.2%). Statistically significant relationships were found between the dimensions of elimination, raise, and creation and the competitive advantage, with the creation dimension having a direct significant effect. No significant differences appeared in respondents’ assessments of the strategy based on gender, age, qualification, or job title, while differences were significant for specialization and experience, favoring administrative and financial specializations and those with over nine years of experience. Regarding competitive advantage, no differences were observed by gender, age, or job title, but significant differences existed by educational level (favoring those with a high school education or less), specialization, and experience (favoring administrative and financial fields and those with 3–6 years or over 9 years of experience). The study recommended adopting the Blue Ocean Strategy as a permanent management approach, focusing especially on the creation dimension, and enhancing institutional innovation by empowering and training employees.

The research aims to review the role of green banking in achieving environmental sustainability, by clarifying the basic concepts of green banks and environmental sustainability, and identifying the most important advantages of green banks, and thus showing the effectiveness of using green banking products and services in achieving environmental sustainability.
The study was carried out in a sample of Iraqi banks, and to achieve the goal of the research, the questionnaire was used as a main tool for data collection, and it consists of (50) paragraphs for the purpose of measuring the dimensions of the study, according to the (Likart) scale with five-weights, and statistical methods were used to process the data for the purpose of reaching the results. Depending on the statistical analysis program (SPSS).
The research has a main hypothesis that there is a statistically significant relationship between green banks and environmental sustainability. The research reached a main conclusion, which is that Iraqi banks possess great material and human capabilities that, through their proper employment, can play a greater role in the process of protecting the environment.
And the most important recommendations of the research is the necessity of cooperation and unifying efforts between the Central Bank and the Ministry of Finance by drawing a road map for converting all Iraqi banks to green banks that care about the environment.
Abstract
Organizational behavior plays a pivotal role in enhancing the quality of education in general and university education in particular. This is achieved through the availability of technology, an appropriate structure, and an environment that aligns with the needs and capabilities of employees, contributing to motivating individuals to advance and innovate, and enhancing their capabilities to enhance their teaching performance and achieve quality education. Therefore, this research addresses the topic of organizational behavior and its impact on the quality of university education. The research aims to shed light on the concepts of organizational behavior and educational quality and to identify the extent of the relationship and impact of organizational behavior, represented by its four components (individuals, organizational structure, technology, and environment), on the quality of education.
The descriptive analytical approach was used, and data was collected through a questionnaire distributed to a sample of 50 faculty members using the statistical program (SPSS) version 29.
The research concluded that organizational behavior is one of the fundamental and strategic pillars aimed at achieving quality university education, with a close relationship between them reaching 92%. There is also a significant impact of organizational behavior on the quality of education. The study recommended the need to promote positive organizational behavior in the university environment and develop flexible organizational structures and technological and environmental techniques, which would contribute to improving the quality of university education and enhancing faculty performance.

Abstract
This study primarily aims to investigate the effect of strategic control on achieving advanced levels of strategic success, with a focus on exploring the degree of strategic control implementation in the Jordanian banking sector. Furthermore, this study intends to provide a comprehensive vision encompassing the key factors that contribute to achieving strategic objectives, in order to address the emerging challenges in the banking business environment. The study population consisted of all Jordanian commercial banks registered with the Association of Banks in Jordan, numbering (12) banks for the year 2025. To achieve the study objectives, data were collected using a questionnaire specifically designed for this purpose. A total of (244) questionnaires were distributed to employees in Jordanian commercial banks, including both general staff and senior management personnel such as managers, deputy managers, assistant managers, and department heads. Of these, (191) questionnaires were returned, with (184) deemed valid for analysis. For the purpose of data analysis and hypothesis testing, the Statistical Package for the Social Sciences (SPSS.V.23) was utilized.
This study concluded with several key findings, the most important of which was the presence of a positive and significant effect of strategic control on achieving strategic success in Jordanian commercial banks. Additionally, the study results demonstrated a high degree of strategic control implementation in Jordanian commercial banks from the perspective of their employees.
Based on these findings, the study recommends that the relevant departments in Jordanian commercial banks prioritize strategic control as an essential tool for predicting risks and identifying improvement opportunities by enhancing internal and external monitoring mechanisms to ensure long-term performance sustainability and strategic success.

The research hypotheses were tested using (Kolmogorov-Smirnov K-S) program, and accounting conservatism was measured by using the (BTM) model through actual data. For the published financial reports, through the use of a measure of the book value of property rights to the market value of property rights, and the research ended with the most important conclusions and recommendations, which are that Iraqi banks are committed to applying the principles of governance, and that there is a correlation relationship attributed to it between the application of Iraqi banks to the principles of governance and the level of accounting conservatism. Abstract
The research sought to demonstrate the role of electronic accounting programs in the efficiency of regulatory performance within Iraqi private companies. It relied on the descriptive analytical approach to describe its theoretically proposed variables, and then collected the questionnaire that had been directed to a number of individuals working in the companies under study, who formed the research sample, numbering (391). After testing the proposed hypotheses, and analyzing them according to the SPSS program, the research conclusions were as follows: There is a significant role for electronic accounting on the efficiency of regulatory performance in the Al-Tamimi Group for Engineering Industries in Baghdad as one of the Iraqi industrial companies, and there are significant differences between the average answers of the sample members about the role of electronic accounting programs in the efficiency of regulatory performance according to the variable of the number of years of experience. Research aimed to present German cost accounting(GPK) as a methodology for estimating flexible costs, and a more comprehensive system than most traditional cost systems in estimating costs, adopts a variable cost approach that is characterized by being proportional costs that reflect the direct proportional relationship between variable costs and productive units, as the conceptual structure of German cost accounting (GPK) consists of four elements represented in cost element accounting, cost center accounting, production unit accounting and multi-level contribution margin accounting, which is a more accurate and detailed approach than The single-level contribution margin used in traditional cost accounting, and the research sample was the Institute of Management / Rusafa one of the formations of the Middle Technical University(MTU), and the research reached a set of conclusions, the most important of which was; that German cost accounting (GPK) accounting is more sophisticated and comprehensive than traditional cost systems as it unites and addresses all the needs of administrative, accounting and cost functions and adopts high operating modeling in planning, organization and control, and thus provides more accurate data that helps in making clearer decisions, and that the contribution margin is multiple. The research aims to study the marketing recovery and its impact on the quality of service in the Iraqi Airways Company in Baghdad, affiliated with the Iraqi Ministry of Transport. The problem of the study focused on explaining the pace of increasing competition between business organizations, perhaps the most prominent of which are international airlines, including the company under study (Iraqi Airways Company - Baghdad), which strives to provide the best services to its customers with the highest quality rates, but it faces many negative issues that prevent the achievement of service quality. The current research relied on three dimensions of marketing recovery, which are: (apology, compensation, and assistance and problem solving). The researcher relied on the descriptive analytical approach, and the data were collected using a questionnaire. The research also included testing the main hypotheses to determine the correlation and influence relationship between the study variables using some methods of the two statistical programs (SPSS, AMOS) and then processing the data obtained. The study included (105) senior and middle management in the company under study (General Manager, Assistant General Manager, Department Manager, Division Manager) The study found a strong correlation and influence between the study variables (marketing recovery and service quality), indicating the interest of the company’s senior and middle management in these two aspects. Among the most important recommendations that emerged from the study are: the necessity for the company under study to rely on marketing recovery in all its dimensions (apology, compensation, problem solving) whether when providing the service or after it Continuing to improve and enhance these dimensions will contribute significantly to achieving quality of service, and it is necessary to conduct periodic surveys that help the company to know the quality of the services it provides, and the extent of customer satisfaction with its performance, as it provides valuable feedback that enables the company to continuously improve its services and respond better to customer expectations and needs, which leads to achieving quality of service.
Abstract
This study aims to serve the community by diagnosing a problem facing the Dowaly Private Hospital, represented by employee turnover. In this study, the problem of employee turnover was linked to human resources management practices, which include: estimating the need for human resources, job design, recruitment policies, training, development, performance appraisal, wages, incentives, and benefits. The study approach is an exploratory approach that relies on collecting as much information as possible to arrive at a diagnosis of the causes. The questionnaire was used as a tool for collecting data, in addition to personal interviews as a supporting tool for interpreting the results. The questionnaire was distributed to a random sample of (54) hospital employees. The statistical program (SPSS) was used to analyze the results. The research found that wages are the most common problem faced by working individuals, followed by estimating the need for human resources, incentives, benefits, job design, development, and performance appraisal, respectively. As for training and recruitment policies, they are at a high level at Dowaly Private Hospital. The study presented a set of recommendations that may reduce the problem of employee turnover that the Dowaly Private Hospital suffers from.

The current research aims to understand the importance of the role and impact of Marketing 4.0 on competitive intelligence. The research problem was represented by an important question: "How can Marketing 4.0 impact competitive intelligence?" To explain the relationship between the main research variables, two main hypotheses were formulated for correlation and influence, from which sub-hypotheses were derived. To achieve the research objectives, a descriptive analytical approach was used to survey the opinions of employees at Al-Safir Private Hospital. The sample included (43) employees out of a total population of (50). The intentional sampling method was used, and their opinions were surveyed using a validated questionnaire. To analyze the data, the statistical programs SPSS and Excel were used. Among the statistical methods used were Spearman's correlation coefficient and simple linear regression coefficient.
The research reached several conclusions, the most important of which is that Marketing 4.0 plays a role and impact on competitive intelligence, contributing to increasing the hospital's efficiency and level of application of soft skills, tools, and techniques of Marketing 4.0 in competitive intelligence.

Abstract
The study aimed to identify the effectiveness of applying "Consulting Services: links to the Provision of judicial accounting services" Standard. A field study on a random sample of judicial accountants, academic faculty members, and Certified Accountants, and Auditors in KSA is applied, by distributing questionnaire. It turns out that KSA environment is willingness to activate the role of judicial accounting considering the development standard (consulting services: links to the provision of judicial accounting services). Further, judicial accounting is considered a line of defense and prevention against fraud and financial corruption. The results also revealed a relationship between the factors that contribute to the activate the standard and the level of expected benefit from their application in the environment. Lastly, several recommendations are made, continue raising awareness among the local community in KSA about the importance of judicial accounting services. Also, monitoring and adaptation to the latest changes in the field of judicial accounting services, is crucial to maintaining a high level of effectiveness in implementing the standard.

Abstract
This study highlights the vital role played by electronic banking in enhancing financial inclusion in Iraq, considering the challenges facing the financial sector—particularly the limited integration of large segments of the population into the formal banking system. The study is based on a problem concerning the limited role of electronic banking in expanding financial inclusion and seeks to evaluate its actual contribution in this field.
The study aims to diagnose the current state of electronic banking in Iraqi banks, determine the extent of the spread and usage of the services provided among the public, and measure the impact of these services on financial inclusion indicators—such as increasing the number of bank accounts and facilitating access to credit and other financial services. It also reviews the challenges hindering the spread of electronic banking, whether related to infrastructure, the regulatory framework, or the lack of awareness and trust among users.
The study adopts a descriptive-analytical approach, relying on official data issued by the central bank and commercial banks, in addition to an inductive approach that traces the relationship between the development of electronic banking and financial inclusion indicators. Despite the persistence of some geographical and social gaps, the study recommends the need to develop digital infrastructure, enhance financial literacy, and update regulatory frameworks to keep pace with the digital transformation of banking in Iraq.
Abstract
This study aims to analyze the impact of implementing e-governance systems on reducing bribery and embezzlement in government institutions, as they are among the most prominent tools for combating financial corruption. The study explores the concept of e-governance and its role in enhancing transparency and accountability through automation and digitization, which reduces human intervention in administrative and financial processes. The study also discusses the most prominent mechanisms that contribute to reducing corruption, such as electronic payment, digital signatures, and smart monitoring systems. Furthermore, successful international experiences in implementing e-governance and its positive impact on reducing financial corruption are highlighted. Finally, to achieve the research objective, the researchers distributed a questionnaire to a sample of employees at Rasheed Bank/Najaf Branch in Iraq. The researchers reached a set of conclusions, the most important of which is that implementing e-governance systems significantly reduces the opportunities for bribery and embezzlement in government institutions by enhancing transparency and reducing human intervention in financial transactions. The researchers also reached a set of recommendations, most notably the need to develop technological systems in government institutions to ensure effective implementation of e-governance, while providing secure and fast communication network.

As a result of the great developments witnessed by the business environment in recent years, this has led to the necessity of shifting all transactions in accounting systems from the manual system to the electronic system, as these systems are characterized by providing accurate results in a short time compared to the manual system. Therefore, this research aims to demonstrate the effect of applying Information technology governance mechanisms according to the COBIT framework in enhancing investors’ confidence in the financial statements, and testing whether these mechanisms (planning and organization, support and delivery, ownership and implementation, follow-up and evaluation) have a role in enhancing investors’ confidence in the financial statements. The research dealt with private banks operating in the Iraqi environment as a community to conduct the practical test, while the sample included individuals working in these banks. To obtain data, the researchers prepared a questionnaire form, where (125) questionnaires were distributed, from which (118) were recovered, of which (110) were valid for analysis. While (8) were excluded because they were not valid, the researchers adopted the statistical program (SPSS) to reach the results. The research reached several conclusions, the most important of which is that information technology governance according to the (COBIT) framework contributes fundamentally to the preparation of financial reports that are characterized by reliability and appropriateness because one of the governance standards is Highlighting the accuracy and objectivity of financial reports, in addition to adherence to rules and legislation, and this is reflected positively in enhancing investors’ confidence in the financial statements provided by the banks in the research sample. One of the most important recommendations presented by the research is the necessity of bank management adopting the COBIT framework as a means of information technology governance and control, as well as the necessity of qualifying human resources in banks to use modern and advanced information systems in order to achieve the maximum benefits desired from this technology in obtaining appropriate outputs that reflect positively. This research aims to provide a theoretical and applied framework for employing machine learning algorithms in management accounting and costing systems.
The research focuses on the importance of improving resource consumption monitoring, accurately tracking cost behavior, identifying unutilized energy, and supporting decision-making through historical data analysis to enhance the accuracy of production reports.
To achieve the research objective, a descriptive approach was adopted, drawing on available studies. A field study was also used, using a questionnaire to collect data from the research sample (the Electrical Cables and Wires Factory - Ur General Company).
The research also reached a number of conclusions, most notably that employing machine learning algorithms contributes to improving the prediction of quantitative resource consumption, which helps detect deviations and identify their potential causes, and enhances the accuracy and comprehensiveness of production reports.
The research concluded with a set of recommendations, most notably the need to establish an integrated data management system that includes operational data processing to provide real-time solutions and alternatives that contribute to supporting decision-making related to rationalizing resource consumption.
Abstract
Research aims to reveal nature of mediating role of organizational learning in relationship between strategic flexibility and high performance. Intellectual research problem was represented by main question: Does strategic flexibility have an impact on achieving high performance through mediating role of organizational learning? On basis of which sub-questions were raised through which appropriate solutions could be found. While the problem of field study of urgent need to respond to the repercussions of Corona pandemic was manifested through staff that have sufficient flexibility to achieve performance required of them to cross this crisis and sustain that performance through organizational learning of various kinds. Importance of research was evident from importance of the field of application, which needed to provide various solutions to advance and develop reality of health performance, as research was applied in Karbala Health Department on a random sample of (37) employees from its administrative and medical staff, based on a questionnaire form. Used a set of statistical methods to analyze data, including simple correlation coefficient (Pearson), analysis of ANOVA and test (Sobel) by using statistical program SPSS V.25. Research reached a set of conclusions, most important of which is existence of a direct correlation and a significant positive effect between research variables, in addition to presence of an indirect and significant effect of organizational learning in relationship between strategic flexibility and high performance. Based on conclusions of research, researchers were able to formulate a number of recommendations to improve performance levels and respond to Covid 19 crisis, most important of which is increasing interest in organizational learning at level of research community, as it represents real basis for enhancing and improving flexibility and performance of its human resources (administrative and medical staff) on one hand.

This study examines the role of university 0.4—a conceptual framework integrating technology, accessibility, and inclusive policies—in upholding the right to education at Al-Mustaqbal Private University, the research assesses how digital transformation, adaptive learning systems, and institutional policies contribute to equitable access, quality education, and student success. Data was collected via surveys (N=73 faculty), interviews with administrators, and analysis of academic performance metrics. Findings suggest that University 0.4 initiatives, such as virtual classrooms, AI-driven support tools, and financial aid programs, significantly reduce barriers for marginalized groups, including low-income and disabled students. However, challenges like digital literacy gaps and infrastructure limitations persist. The study concludes with recommendations for scaling University 0.4 innovations to align with SDG 4 (Quality Education) and national educational rights frameworks.
Abstract
This study explores the concept of frugal innovation and its impact on achieving pioneer Advantage in the context of the express delivery sector. Focusing on the express delivery company, Totters, the study examines how frugal innovations in terms of cost and resource efficiency can provide a competitive advantage in a highly dynamic market. Data were collected through a survey of (85) employees of the company under study and analyzed using the advanced statistical program SmartPLS V.4 to assess the role of streamlined operations, affordable solutions, and customer-centric strategies. The results reveal that frugal innovation significantly enhances a company’s ability to lead the market by delivering high value with limited resources. Furthermore, the study highlights the critical interaction between innovation and strategic positioning in supporting long-term competitiveness. This research provides practical insights for companies aiming to leverage frugal innovation as a path to achieving pioneer Advantage, especially in resource-constrained environments.
